De minister van Financiën en Economische Zaken heeft zijn beleid m.b.t. de openingstijden van de winkels ingevolge de Landsverordening winkelsluiting (AB 1998 no. GT 66) in dier voege gewijzigd dat per 1 augustus 2009, aan alle winkels ontheffing van het verbod ingevolge de voornoemde landsverordening, kan worden verleend om gedurende de week geopend te mogen zijn tot 24.00 uur (middernacht) en op de zondagen en bepaalde feestdagen van 9.00 uur tot 22.00 uur.
Er wordt geen ontheffing verleend om geopend te mogen zijn op “Dia di Himno i Bandera”, “Goede Vrijdag”, “Dag van de Arbeid” en “Kerstmis”.
Om in aanmerking te kunnen komen voor de ontheffing van het verbod, dient een schriftelijk verzoek hiertoe gericht te worden aan de Directie Economische Zaken, Handel en Industrie.
Zonder de vereiste vergunning is het voor de winkels verboden om buiten de normale uren geopend te mogen zijn.

REQUEST FOR EXPRESSION OF INTEREST
The Government of St Lucia has received funds from the European Commission to be applied to a programme titled STRIDE – Strengthening Trade Through Rural Investments and Development of Entrepreneurship under the Special Framework of Assistance (SFA) 2005 operational year.
The overall objective of the programme is to stimulate increased production of competitive export products hroughout Saint Lucia in order to develop a more balanced and diversified economy, and to directly reduce poverty through employment creation (especially in rural areas).
STRIDE programme components include inter alia, a One Constituency One Product project, Strengthening National Trade and Investment Promotion Infrastructure, the promotion of IT as a platform for adoption of innovation by businesses, implementation of a National Savings and Investment Knowledge building project, Agriculture and Tourism linkage project, and an Entrepreneurial Development initiative.
The planned initiatives under the National Trade and Investment Promotion component are geared towards nsuring that Saint Lucia has the appropriate trade and investment infrastructure to support the successful implementation of the National Export Development Strategy in a sustainable manner. Included among the roposed programme initiatives is the development and operation of a national internet based marketing centre that is export trade oriented and effectively integrates websites, databases, online inquiry processing and the apacity to host virtual trade shows among other key elements.
The OPSR is soliciting expressions of interest from suitably qualified firms and individuals who, may eventually e invited to submit proposals for consideration to design, develop, host and operate as a going concern, an export rade portal possessing capabilities and conforming to the aforementioned requirements.
The Office of Private Sector Relations (OPSR) in collaboration with the Ministry of Commerce, Industry and onsumer Affairs in Saint Lucia are spearheading this initiative. You are hereby invited to submit individual and/or team curriculum vitae/company profile along with a letter confirming your interest in undertaking the referenced consultancy. Following receipt of your expression of interest, if selected, you shall be invited to submit a formal proposal/tender in accordance with established procurement procedures of the European Commission and the overnment of Saint Lucia.
